Dear Ladies and Gentlemen of the Department of Environmental Quality:

This year Morgan Lumber Company will celebrate with pride four generations and eighty years of manufacturing southern yellow pine lumber.  We have been blessed with progress most of those years and have grown to four companies and approimately 115 employees.  Our pride certainly does not solely rest on economic growth but also the confidence of being a good environmental stewards.  We waste nothing in the manufacture of lumber.  All of our by-products have worthy markets.

I am respectfully requesting DEQ for the re-proposed 9VAC5-140 to specifically exclude emissions from sources such as biomass which are widely acknowledged to be carbon neutral. Classifying biomass in the same category as fossil fuel will disincentivize the demand and use of biomass.  This could certainly lead to a higher level of carbon released into the atmosphere through wood decaying in our forests.
