I oppose this rule as written. because it includes emmisions from non fossil fuel sources.  Specifically biomass, which is wood chips and mulch from our forestry economy here in VA. Biomass is carbon neutral and this would kill its use.  Its hard enough beiing in the agricultural and foestry business, without adding more regulations and hurting our markets for products.
