Virginia should join the Regional Greenhouse Gas Initiative
 

A cap & trade program needs to be implemented in Virginia. The program should not be limited to just fossil fuel generating facilities. Biomass and waste burning for energy also emits significant greenhouse gases to the atmosphere. Felling trees for biomass burning also contributes to a release of carbon stored in forested soils.  While reforestation would sequester much of that carbon lost at some point in the future, land clearing for biomass is frequently not conducted in a sustainable manner. The cap for carbon in 2020 should also be set well under 33 million tons and pollution reductions should extend beyond 2030.T
