It's OK, we can use less energy
 

A cap on carbon (with trade options) sounds like a great idea!  It gives us Virginians a goal to shoot for, together.  I know I use more energy than I probably need to.  So do my neighbors, so do many businesses, manufacturers, municipalities, and others.  Many hands make light work.  This is what we've realized with the Chesapeake Bay pollution diet:  the TMDL "cap" on nutrients and sediment was set several years ago and now each Bay state and its localities have worked on reducing their part of the pollution.  Now the good news is flowing in:  the Bay is showing remarkable improvement!

I have no doubt that we can do the same with carbon emissions.  Some call it regulation.  I call it being responsible, setting a goal, and teaming up to make it happen.
