Description The Public Participation Guidelines prescribe the procedures to be used by the Library (Library Board) to engage and involve the public in the development, amendment, or repeal of Library of Virginia regulations.

Goals of Regulation The goals of the regulation are:
1.To provide maximum opportunity for the public to participate in the regulatory process;
2. To communicate clearly to the Library of Virginia’s constituents how they may participate in the regulatory process in a meaningful way; and
3. To ensure that the Library of Virginia’s regulatory procedures are in full compliance with state laws and regulations governing such actions.
