Description This regulation establishes the Manual on Uniform Traffic Control Devices (MUTCD) as the standard for all highways under the jurisdiction of the Virginia Department of Transportation, with specific exceptions allowed where the Virginia Supplement to the MUTCD (which includes the Virginia Work Area Protection Manual) apply. It was promulgated to satisfy a recommendation by the OAG's Government and Regulatory Reform Task Force. The Task Force recommended to combine 24 VAC 30-310 (Virginia Supplement to the Manual on Uniform Traffic Control Devices), 24 VAC 30-520 (Classifying and Marking State Highways), and 24 VAC 30-561 (Adoption of the Federal Manual on Uniform Traffic Control Devices) into a single regulation, since all three of these regulations relate to marking highways with respect to the Federal Highway Administration's (FHWA's) Manual on Uniform Traffic Control Devices (MUTCD).

Goals of Regulation 1. To ensure traffic signs,signals, and control markers and devices are designed and installed in compliance with accepted federal and agency requirements to preserve motorist safety and preserve the infrastructure of the road system.
2. To minimize the number and severity of highway accidents and fatalities.
3. To protect the public's health, safety, and welfare with the least possible intrusiveness to the citizens and businesses of the Commonwealth.
4. To be written clearly and understandably.
