|Description||The regulation enables the agency to efficiently and economically accomplish the important governmental function of natural resources management by enabling the citizens to participate in recreational grouse hunting. These activities provide recreational opportunity and stimulate the economic development of the Commonwealth. Specific examples include hunting land leases, hunter travel expenditures and outdoor equipment purchases.|

|Goals of Regulation||
To maintain optimum populations of grouse to serve the needs of the citizens of the Commonwealth.
To allow the reasonable use of the grouse resource by the public while maintaining healthy populations of the species.
To provide opportunity for all to enjoy hunting grouse, watching wildlife, and related outdoor recreation.
To promote safety in connection with hunting grouse.
